LOCATION: Headquartered in Oakland, CA; must be able to be in the office a minimum of 1 day per week

HOURS: Full time, exempt
SALARY RANGE: $85,000 - $100,000 per year

The Opportunity

RDA Consulting, SPC (RDA) is in need of an experienced Manager of Proposal Operations who can utilize their strong management and writing skills to advance RDA's impacts and outcomes, secure contracts, and create and edit content. The Manager of Proposal Operations will also oversee the team responsible for searching for and developing responses to RFx for local entities/municipalities, community-based organizations and foundations, as well as state and federal opportunities, including multi-year opportunities that require a formal bid process. The revenue generated from proposals is a main contributor to RDA’s overall financial health. The Manager of Proposal Operations position is a mid-level position that can lead to other senior levels of employment.

About the Position

  • Serve as the lead for our most complex initiatives, including developing strategies and creating original content that clearly communicates RDA’s services and impact
  • Mentor and develop staff in every area of opportunity identification, evaluation, and proposal development
  • Lead, plan, and manage resources including proposal teams, Subject Matter Experts (SME), and partners from pre-RFP to post-submission activities
  • Sets and achieves an annual pipeline revenue goal upwards of $3M in partnership with the COO
  • Manage multiple projects concurrently across a range of client domains and service types in a fast-paced cross-functional environment
  • Conduct proposal lessons learned/debriefs and implement actions to improve process efficiency and proposal quality
  • Provide peer review to other project pursuits to ensure quality and compliance
  • Develop win themes, differentiators, and client-centered solutions that are also RFx-compliant
  • Identify and implement innovative solutions to improve efficiency, streamline operations, and maximize proposal quality
  • Supervise, develop individual growth plans for business team members, and lead department meetings
  • As a small business, RDA prioritizes candidates who can help implement best practices in various areas listed above

  • Strong knowledge and understanding of the processes associated with the public procurement life cycle

  • Ability to balance working independently, as a team member, and as a leader of a team
  • Demonstrated ability to present information in clear, concise writing for technical and lay audiences
  • Ability to assemble information including project context and objectives, intended deliverables, implementation methods, staffing needs, timeline and budget, and proposal evaluation criteria
  • Demonstrated ability to learn about your RDA’s history, market position, qualifications, and competitors
  • Familiarity with complex proposals and colored review team processes
  • A minimum of 5 years work experience developing proposals and writing grants
  • Advanced degree preferred in writing disciplines or public policy, social sciences, or related field; additional work experience may substitute
  • High fluency with Microsoft Office, Google Suite, Monday.com, Zoom, and CRMs

WORK LOCATION OF THIS POSITION

RDA Consulting is a hybrid office environment in which many roles provide the option to work at our Oakland, CA headquarters or to work remotely. The decision to allow remote work is based on the requirements of each individual position. If a non-Bay Area candidate is selected for this position, they must be willing to travel and attend meetings in alignment with the Pacific Time Zone as needed to support client and organizational goals.
