Job Description:

The Financial Planning & Analysis (FP&A) team, part of the Corporate Budget and Fiscal Planning department, supports program planning and development within NYC Health + Hospitals. Projects undertaken by the FP&A team arise from a variety of sources and include revenue-generating business plans, funding proposals for private philanthropy and government agencies, initiatives to standardize service line staffing and operational models, collaborations with partner agencies and organizations, and policy analysis and implementation.

This role will contribute to program planning by keeping track of projects in progress, providing guidance to FP&A analysts on next steps for program approval and implementation support, liaising with the key stakeholders across projects, and coordinate budget allocations and modifications.

Reporting to the Senior Director of Financial Planning & Analysis, the Senior Management Consultant will be the first dedicated hire in this function and as such will have the opportunity to build a strong project management process and structure for the FP&A team and overall CBPF department.

Summary of Essential Duties & Responsibilities:

  • Provide project management support to the FP&A team as needed in the development of new program budgets.
  • Act as a liaison between the FP&A team and the Growth Team, Clinical Services Planning Committee, Philanthropy Team, and City Unit to move projects through the various project planning pipelines including requests for funding, approval to proceed, implementation, reporting, and monitoring.
  • Track the status of, and field questions related to, past and ongoing projects within the FP&A portfolio.
  • Coordinate with the Corporate Budget team to ensure budget implementation of new plans and modification of existing plans as needed.
  • Conduct an annual review and update of business plan, strategic initiative, and programmatic budgets in partnership with the business owners as part of the annual fiscal year budget development.
  • Develop and maintain tools to standardize FP&A work products, including financial model templates in Excel, presentation templates in PowerPoint, and communication templates for programmatic updates in Word.
  • Assist service lines in establishing a standardized process to analyze and determine the success of their financial initiatives and business plans with revenue and expense impact and connect service lines and program staff to FP&A analysts
  • Track and monitor business plans and initiatives on an ongoing basis and provide financial data to Growth team for reporting
  • Prepare updates and communications about programs within the FP&A team portfolio for executive and external audiences.

Minimum Qualifications:

A Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or

2. A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or

3. A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required.

Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement. Appropriate full-time teaching experience in an accredited college or university may

be substituted on a year-for-year basis for the required general experience and appropriate full-time teaching experience in a position of professional rank may be substituted on a year-for-year basis for the required supervisory, administrative or consultative experience.
