Job Description

The Oregon Department of Environmental Quality is the primary regulatory agency of the government of the U.S. State of Oregon responsible for protecting and enhancing the state’s natural resources.

The Office of Greenhouse Gas Programs is responsible for leading the agency’s efforts to develop and implement statewide climate programs to reduce Oregon’s greenhouse gas emissions. This includes programs that collect data on Oregon’s greenhouse emissions, and that directly regulate the most significant sources of those emissions across the state. The Office of Greenhouse Gas Programs also analyzes various climate policies as they are proposed by policymakers.

You will serve as the statewide expert on the development and implementation of Oregon’s Climate Protection Program, a market-based program that caps and reduces greenhouse gas emissions from fossil fuels. You will join the Office of Greenhouse Gas Programs as a lead policy and technical staff member in matters related to the design, development, and implementation of programs to establish limits on climate pollution. You will be responsible for research and development of policies to support these programs. In addition, you will actively work to maintain relationships with other national experts in the field.

Minimum Qualifications: 8 years of experience in a natural resource or environmental field, with at least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.

Substitutions:

Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field may substitute for 3 of the required years of experience.

Demonstrated knowledge of a wide range of federal and/or state climate change initiatives designed to reduce greenhouse gas emissions, particularly market-based programs targeting emissions in the transportation, industrial and/or energy sectors.
Experience designing, developing, and/or implementing regulatory or government policies to reduce greenhouse gas emissions, particularly capped emission reduction programs or other market-based programs.
Demonstrated understanding of environmental justice and advancing equitable outcomes in development or implementation of environmental and/or pollution reduction programs and policies; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
Strong conflict resolution, negotiation, facilitation, collaboration, and engagement skills; ability to manage interested parties with diverse and conflicting perspectives, challenging people to take a coordinated rather than independent perspective.
Ability to analyze, appreciate, and synthesize multiple perspectives, backgrounds, and priorities; flexibility, patience, and good facilitation skills.
Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses.
Strong program analysis skills; ability to evaluate current and potential future needs and visualize and communicate any necessary recommendations; creative; innovative.
Experience providing oversight and review of complex research; experience evaluating results of research and using those results to inform development of policy concepts.
